On page 39, it says this about starting items:

Choose items from the Omphalic Market (p. 162) – 1 luxurious item, 5 common items, and as many
impoverished items as you want. Items needed for one of your talents are impoverished items for you.

In the Omphalic Market, an alchemy kit is listed as a luxury item. Alchemy would be one of my in-training talents for the Cups track. The above suggests it would only count as a impoverished item, but I'm not sure this makes sense. Judgment?

The game designer has clarified that this only counts for mastered talents. As you haven't mastered the Alchemy talent, the alchemy kit doesn't count as an impoverished item.
